Create a system to "favorite" politicians (MB) #42

There should be a level of commitment that gets users to keep using Tally without forcing them to make a donation. I think one way is to let users track politicians.

When you track a politician, you get mobile notifications, email newsletters and a custom version of the front page with the tracked politicians on top.

Need to create a workflow to determine when users track politicians.
