PyPI: Fail to run tests due to missing file #3

MANIFEST.in does not include run_tests.py in the published tarballs that are uploaded to PyPI, and as a result attempting to run the testsuite fails with:

running tests...
/usr/bin/python: can't open file 'run_tests.py': [Errno 2] No such file or directory
