Inspection configuration #358

Some Inspections have their own unique configuration settings. A few examples:

STAN-0212 has a list of functions, and it might be desirable to disable/enable only some of them
After #356, STAN-0212 can have a parameter for ignoring splices
After #303, users can customize the list of dangerous libs
After #81, users can customize the list of custom extensions

Also, all inspections can be adjusted in the following ways:

New categories can be added
New project-specific solutions can be added

It would be nice to design a generic configuration system for adjusting specific inspections.
