[Client] Update client new logic

What happened? / What do you need?:

• [x] When a major update happens, the client refuses to start until it's updated
• [x] The update CLI command updates major versions
• [ ] The dockerised version should always run update before starting the client
• [x] Selfupdate should not update major versions but default (but perhaps it should optionally?)
• [x] There should be selfupdate mode that kills the running client
• [ ] The docker image should restart the client after a selfupdate restar6

I noticed that the docker version of the testnet client, I got > WARN [09-11|13:07:45.820] New version is available: 1.1.1 when I'm running this exact version.
