Create initial flask app and database scaffold #26

As a developer on the team, I would like a working flask application with configured database so that I can begin working on user stories. I will be developing on my laptop, but want to deploy the application to the shared server with no additional configuration needed. I would like the database to run without additional configuration. The developer experience should be the same for all members of the team

Looks like User Story #1 was a duplicate of this, and I had assigned Jon and I user story #1. Did you want to go ahead and still take this story or shall we? How should we go about assigning this?

I will narrow the scope of this to just making the SQLite database automatically create/load from schema. Just behavior/infrastructure. In that light I don't think it needs to be a duplicate of the admin.
