Terrible PQ in Nightly for videos below 1080p #1159

Using the SPMC nightly dated 13th December.

On initial install, pq is fine for all video material. After changing system settings to my requirements, pq for ALL 23.98 (inc 24.00) video material below 1080p is awful, looks like it been down-rezzed and overly sharpened (although TV input info tells me its still 720p). Changing settings back to default doesn't help, the problem seems to "stick". Even the GUI is impacted during playback, looks a lot less clear. 50hz material below 1080p is fine (I don't have any 60.00 videos).

On a totally fresh install, without changing anything else (other than an SMB connection to my NAS), if I set "Adjust Refresh rate" from off to Stop and Start and play a video whose resolution is less than 1080p the pq is awful. If I go back and set the refersh rate to Off, less than 1080p playback is ok again.

Playback on 16.7.2 is excellent.

Grateful for any help in sorting this out, really enjoy SPMC especially now with HDR support! Cheers!

EDIT: Just tried changing refresh rate from Start Stop to Off and then back to Start Stop on a different Shield on a different TV, <1080p playback was perfect. I'm using a Sony ZD9, not sure if thats the issue, unlikely as 16.7.2 plays just fine.

EDIT2: OK, more testing, did a fresh intstall on the Shield attached to the different TV. <1080p played perfectly. I then swapped over the Shields, put the one with the <1080p issue on to the other TV, it played perfectly. The Shield from the other TV was then attached to the ZD9, the problem with the <1080 appeared again. So, its the ZD9 or whats being fed into the ZD9 from the Shield/SPMC. Like I said, 16.2 SPMC is fine, i'm puzzled, maybe a change in the 13th Dec Nightly that the ZD9 doesn't like?
