OSD video settings #546

In OSD video settings SPMC 16.4 I don't see "Video scaling method", "Crop black bars" and "View mode". I see only "Deinterlace" options...

Just like versions before 16.4.2, you need to diasble mediacodec (surface) to gain access to hq scalers. Unfortunately something seems to be wrong with software decoding in 16.5.0.
