When click on "Movie" in main menu when there is no wifi SPMC blocks displaying dialog titled "Loading directory" and containing "videodb://movies/titles".
This is running on a Nvidia Shield (2017)
Steps to reproduce:
In SPMC Turn on debug logging
Turn off wifi at router
Reboot shield
Start SPMC
At this point the message briefly appears: "Web server failed to start"
The main menu is displayed
Click on "Movies" and the dialog titled "Loading directory" and containing "videodb://movies/titles". is displayed permanently.
If you select "Cancel" in the dialog then the normal "Video" screen appears and from there you can navigate to the Movies/Title page.
So there is a work around but I did not expect this behavior.

See about line 480 where the progress dialog is popped up. You can see I waited about a minute before selecting "Cancel" to proceed.
I tried Kodi and it seems to run OK without a wifi connection.
I have this same issue with both movies and TV shows, it only happens when WiFi disconnects or your offline. Is really annoying though when you want to use it offline
