Add TMAPIX to maven repo #31

TMAPIX has no repository right now.
Add the lib to the public maven repo of the topic maps lab.

Sorry in advance for jumping in. I talked with Benjamin Bock about this issue a 
while ago and our conclusion was that the TMLab hosts new releases and I keep 
TMAPIX I/O 1.0.0 as long as you wish.
