Add basic configuration and info files to the project

This patch allows getting information about the purpose of the project, contributing and license.

It also integrates Git attributes, which normalizes line endings for Windows/Unix based OSs and denotes all files that are truly binary and should not be modified.

It set up a list of types of local files to be ignored by Git.
