I think I managed to find the Error: Retroarch had Unicode invalid characters in the "base_content_directory": "HERE WERE THE UTF-8 INVALID CHARACTERS I UNFORTUNATELY DELETED THEM one of them was xf4", portion of the playlist file(s).
Once removed the importer works without issues.
The Error happened again the offending characters were "åu" this time (again in base_content_directory) seemingly happens when one downloads the thumbnails over the online updater (as the error happened even though I didn't download games through the Content downloader)
It's seemingly a problem on retroarch's end. (Though there is hopefully a way to mitigate it in the python importer)
Cartridges removes Retroarch games after the have been successfully added
Reproduction not guaranteed, but I think it has something to do with this: Import Retroarch games Download a game through Retroarch/Online Updater/Content Downloader Import again, and the Retroarch games will be removed
