get operators on mailing list #16

just get them to sub to futel@ and use that as operator-announce also

get operator numbers from sip_secrets_generic.conf make text file with handle, number, email of each operator contact each and tell them to subscribe to futel@ verify subscription send intro message to futel@ thanking operators and linking to handbook https://github.com/kra/futel/blob/master/media/operator/handbook.md ping every year or something
