"Details for the question types (in German): Question types - PDF" is just a filename, not a full URL: fragetypen.pdf

Either supply the pdf with the source code or give a full URL to the file. My impression is that the full URL is: https://www.rubel.rub.de/sites/default/files/documents/Fragetypen_Blackboard.pdf
