Could you explain relationship between layers in subject? What are the future plans for meta-altera?

Please use meta-intel-fpga, this layer is only getting fixes from community, I am not doing much active development on it anymore. But meta-intel-fpga is officially maintained layer now a days. I will mark it so in description.
