Replicate "Straighten/Educate Quotes" from BBEdit

I could not find an option to straighten or educate quotes.

Describe the solution you'd like

BBEdit offers a feature to "Straighten Quotes" by making a conversion as show.

‘ -> "
” -> "

The inverse function "Educate Quotes" goes in the reverse direction.

This is helpful to replace typographical or curly quotes.

Describe alternatives you've considered

BBEdit.
