impossible to change keyboard layout to french Azerty

What steps will reproduce the problem?
1. install android-x86-2.2-eeepc.iso on Asus EeePC 1005HA under VirtualBox
2. change language to French
3. try to change keyboard layout to french then reboot Android

What is the expected output? What do you see instead?
- The label of setting "keyboard layout" should be translated in French ; it is 
still in English
- the keyboard layout change should be effective (i.e Azerty) : it is still in 
the first one, i.e. American Qwerty.

What version of the product are you using? On what operating system?
Ubuntu Netbook 10.04 and VirtualBox

Please provide any additional information below.

I have the same problem with a real installation on harddisk and keyboard 
layout german. Is it possible to this setting in some configuration file from 
terminal?
