hosuecut and loser options not saved #14

Housecut and loser options not being saved across sessions. Being reset back to 'off' when loading back in.

This is due to how the variables are saved locally and not being written to the global table. The new locale table is the main culprit, and we need to find a new way to save this information.

Is house cut still on the list of to future features? Guild was just talking about it today on a long gambling spree, hoping its still a possibility!
