link to USGS #2

link each quake to the USGS site describing it in detail. it looks like we can 
take the first two elements of the CSV output,

ci,10826317,2,"Monday, October 25, 2010 14:46:00 
UTC",34.0340,-116.3715,1.3,7.80,27,"Southern California"

to form a URL like,
http://earthquake.usgs.gov/earthquakes/recenteqsus/Quakes/ci10826317.php
