There are three damage types that exist: physical, elemental, and planar. In an effort to make combat more intriguing shields should be modified to be based around these damage types. A shield of the SAME Type of damage is able to block effectively. A shield of a DIFFERENT type of damage is only half as effective.

A PHYSICAL kite shield blocking the PHYSICAL attack of a sword rolls 2d8 and reduces the damage by that much.

A PHYSICAL kite shield blocking the ELEMENTAL attack of a fire blast rolls 2d8 and reduces the damage by half that much.

To better facilitate this, I think it would be good to determine what we - thematically - mean when we say "an elemental shield".
