I am not sure how you would include it in the download, as they are not released on CurseForge, however, they are approved to be used in CF Modpacks. The attached docs link gives a list of mods that are approved to be in modpacks, but are not actually hosted on CF. For some reason it only goes through the "j's"

Included in the list are the 1.15.2 versions of the FTB Libraries (Broken into Teams and GUI Libraries) and the FTB Utilities (Broken into Backups, Chunks, and Ranks and some more that aren't finished) and several other mods.
