This PR:

originally attempts to create tests for #249, as the first set of tests for PlantSeg Napari
starts to look into #253, by adding a complete set of tests for image rescaling widget in Napari GUI
updates pre-processing module for consistent step and layer names
starts to use Black/Ruff
