Refactor CI pipleine to use github actions #19

Replace OIDC stack to use github (make sure only main can access the sandbox!)
(move the the gitlab OIDC stack into it's own repo)
Port gitlab pipeline to github actions

DoD:

Pipeline runs on github actions and can diff against our sandox account
