Added Lync / Skype 4 Business Persistent Chat Notification #38

I've created an new Adapter to Skype4Business/Lync's Persistent Chat. Currently it's supported to configure the user credentials and room to use for notifications per bot.

Hi Thomas, Sorry for the slow response here. This looks useful, but I don't feel like adding extra targets that I would need to support. I'd rather add a section with third party adapters and link to you, if that's alright?

I'm totally fine with that even if it would be cooler to have all adapters in one spot.
