Transit from started to failing #5

'Stop' script was called before calling 'failed' script for a failed service. Hence, 'failed' script was limited to get any useful debug information. Fix is done to call 'failed' script first and then stop script for a failed service in started state. In other words, a failed service can transit form started to failing directly
