use ogg for voice messages #926

Bug Description

Voice messages are recorded in m4a and their MIME type is audio/mp4, and Telegram (through bridge) will show it as video

Steps to Reproduce

  1. record a voice message
  2. see it's source code

Expected Behavior

voice message should be in ogg format

1.18.0

Also, I forgot to mention that in event's source, it has video/mp4 MIME type, not fixed in 1.19.0

The issue seems to have been fixed in 1.20.0, I can send vocal messages again…

Still not fixed in 1.21.0

This issue keeps me from sending voice messages via mautrix-whatsapp bridge because I get "⚠ Your message was not bridged: unsupported media type "video/mp4" in audio message". See #964
