Dial development #65

We need to creatre a dial question so it can be used for numeric questions, especially pricing ones. Any ideas?

@swat1gupta it doesn't have to be a quick thing, just somethig to think about longer term. perhaps something to chat with Binal as well. would be useful for questions with multiple numerics per page as well

Probably have mins go up in 15min slots: 15/30/45/00 etc
