GCS Bucket Notes in README #34

The PR adds notes on the GCS bucket that contains the cloud functions' data.

I assume it's clear from the description how you'd add a new function or update the data (e.g., you'd create a new folder + archive, or replace the existing archive, respectively). If it's not clear, I can write more explicit notes on those topics.
