Add option to speak notifications. #102

Basically, add a "Blind User" option that will speak notifications if chosen.

Unable to activate text to speech. Every time I tap on the microphone icon it 
asks me to download German, Spanish, Italian, or French. English is never an 
option. Why? How to fix this problem? Paid for app plus the beta version too.

Hi geraldlmanning. The Text-To-Speech engine is built into the Android OS. The 
Droid Notify application does nothing more than call the Android system to 
speak the text. I would research the issue you are having online or in the 
store where you purchased your phone and ask them what they think and if they 
can help.

I have decided not to take action on this item. I think that the user should 
use the built in Android TalkBack if they want their phone to talk to them.
