Allow associating IOR request files with the app such that opening an IOR file 
launches it with the file open.

Possibly add some functionality to let the user do the file association through 
the app. Could prompt on first run whether or not the file association is 
desired. Could allow setting or unsetting any other time through the Settings.

Note: we did not add functionality for making the file association through the 
app, since the app is distributed via xcopy it is not really appropriate. Users 
can manually  make the file association as usual (i.e. context menu "Open 
with...").
