Freearc not creating ~/.Freearc folder without root privileges

What steps will reproduce the problem?
1. I download and unpack FreeArc, run "make & make install"
2. Run command "freearc", but freearc wrote an error - Freearc not creating 
~/.Freearc folder without root privileges.
3. As a temporary solution: 
1) run "sudo freearc";
2) sudo "cp -v -R /root/.FreeArc ~/.FreeArc"
Please fixing this bug, because Ubuntu-based distro instead of root-users  
to using sudo system.

What version of the product are you using? On what operating system?
FreeArc 0.666
Lubuntu 10.04 Stable Beta
