Add inital CRD generation setup #9

This adds the machinery for generating CRDs using controller-gen. It also includes a very stripped down CRD example for an OBS source plugin.

@kris-nova I am happy to develop this a little further before merge or if you prefer to go ahead and merge so others can iterate faster that works for me too!
