I switched the gan's initialization (params, optims etc.) to a new setup method

And added a resume flag and a parallel_resume.py file

typical expected usage of resume file: 

$ python parallel_resume.py --expdir=/network/tmp1/schmidtv/clouds_runs/explore-gan-hyperparameters
