Bump chrome-tracing to 0.11.0 to utilize its R reports/scripts

Added npm-scripts to run plot and report R scripts from chrome-tracing:

npm run plot and npm run report

Removed the report.R from Ember Macro Benchmark as it makes more sense for this to live with chrome-tracing

Updated README to describe the above

@krisselden This should be gtg now. On 0.11.2 using the executables from chrome-tracing. 💯
