Create macro-benchmark executable #28

This is in service of the Ember Macro Benchmark Quest Issue: https://github.com/krisselden/ember-macro-benchmark/issues/27

The first command is designed to create the skeleton for new configuration folders for the perProjectConfig section in the new consumed-application design.
