this project is still active?

As far as I've seen, it's been dead since the last update, so 2010. If you want 
updated captions, I've been making my own on Google Code if you want to take a 
look: https://code.google.com/p/tf2closecaptions/

Those captions are direct voice captions - they say exactly what the classes 
say, not what they mean. Those aren't that helpful for actual gameplay.
