refraction correction #53

gnssrefl has a simple refraction correction. We are happy to host better ones. Please submit a PR for such a model that operates on a station name (which could link to needed metadata).

this is close to finished. version 1.8.4 and docs for gnssir_input.py will be where you should look for information . thanks to the group at chalmers for all their help on this.
