adding back compare parties #91

adding back comparisons between parties. This fundamentally changes how the calculations are done by using the SVT calculations.

changed distanceValueMap to be on the 4 point scale
Made sure to cleanup the “!” using cleanAnswer function (reused from elsewhere)
exported SVT function

Releasing by not putting it in the header yet

More clean up in this code is probably good.
