These are needed by some packages if they are built from source: http://www.stats.ox.ac.uk/pub/Rtools/libs.html

Binaries and most most source packages do not need them, though, so this is of minor importance currently.

Thanks. Do we need to build anything for those, or just to download + extract them?

Just download and extract. Easy, but there are some tricks:

You need to put them in D:/RCompile/CRANpkg/extralibs64/local, or change src/gnuwin32/MkRules.local.
If you keep them at the usual place, then you need make d: point at c::
```
if ! (subst | grep -qi ^d:); then
subst d: c:\\
fi
```
