Permission Filters for user input

• create Permission Filters for:
  • Groups
  • Members
  • Tags

Creating filters makes this much more complicated. Will need to think carefully about appropriate solution. We ultimately want to write less code for "checking permisisons/security" but creating filters ends up doing the opposite, and also makes the API more difficult to trace.

Until then, we will shelf this and open a new ticket to address this when appropriate
