manifest error while building on windows7 #55

I used Visual Studio 2010 on Windows 7 to build latest svn code.
But I met 'failed to load and parse the manifest' error while building.
I don't know it's common or not, but it can be resolved with simply adding one 
line in setup.py.
I attached the patch.

Only python3.3 is build with Visual Studio 2010,
all other versions should use VS 2008.

Could that be the issue?
