Stub out backend and front end

This doesn't have to be fancy, but let's pick some backend/frontend tooling to get started. This can be basically a single application like python or whatever, or we can get fancy with it and do something like nodejs and a go backend.

Either way, let's get it stubbed out so we can at least have a super simple application that we can launch.

DoD:

• We have a simple application that we can fire up locally ( without docker - we'll do that later )
• Application can submit a simple input form to a "backend" of some kind

Out of Scope:

• Data base connections
• Actually doing anything with the data
• Docker
