Create packer build POC #42

Overview

Let's use packer to create a manufacturing process for various types of images that we can use to make our lives easier.

Image types

Development workstation
Vehicle test rig
K8s cluster with k3s

DoD

Packer build process can crate at least the Development workstation

Not in scope

We can skip the other image types for now and make new tickets for those build outs

Why not vagrant?

Because it's not as portable for the long-term goals here.
