[ENH]: Linking to an issue #93

e.g. on http://ss3.gemstone.com/ss/Versionner.html/Issues?

The only thing that's linked to the individual issue is the id, which has the 
weird Seaside session thing as the query.

Two suggestions:
* Make the link a permalink e.g. Issues?Id=1 (e.g. for posting to mailing lists)
* Make the Issue Summary linked also. It took me a few seconds to see that the 
link was the id
