Create the navigation bar

Acceptance Criteria (AC):

• [x] Has a logo (orange)
• [x] Has two a tags saying cats and dogs (These will be images)
• [x] The a tag images have alt descriptions
• [x] Navigation bar is 110px tall and spans the wide of the page
• [x] Navigation bar is color white with a bottom border 5px wide and primary color
• [x] Logo is in left corner, centered vertically in the navigation bar and has 100px of space to the left
• [x] Cat and dog navigation options are on the right side with the outermost option having 100px space to the right
• [x] Cat and dog should have space between them
• [ ] logo, cat, and dog should change to blue when hovered over and scaled down slightly
• [ ] cat and dog should change to blue when clicked on and stay blue on the cat or dog pages depending on the page you are on
• [x] Navigation bar sticks to the top of the page while scrolling
• [x] Use BEM naming conventions
• [x] Submit a pull request
