Metric rules improvements #493

  1. If no tags exist, hide tags dropdown
  2. Switch tags multiselect to badges, badge text should be tagKey:tagValue or a split badge. Add X to remove
  3. If more than one statistic, show dropdown, else hide
  4. Add current value, description as helptext under metrics
  5. In formula, if only 1 value exists, don't show it in brackets
  6. In formula hide tags under "?Tags" on hover show badges
  7. Add coloring in formula
