Update JAVA_OPTIONS to 80% since currently its not set in remote monitoring YAML and not utilizing Kruize beyond 2Gi

the MR is merged and we are seeing Kruize memory lag is coming down. We need to continue deep diving the impact of increasing memory and its implications when we hit the threshold
