Description

This PR has the following changes:

Implementation of create and get methods for data source metadata
Adds DataSourceMetadataHelper - a helper class to fetch and process PromQL query metric data
Adds metadata constants

Additional information

This PR has a dependency on PR 1144 to be merged first, as it uses the abstractions Database changes for datasource metadata will be in next PR
