Deletion and reinstallation did not help. However, I found the reason. When uninstalling, a separate folder for the configuration file HotFrameFx.cfg is not removed, and if you manually delete it and reinstall the program, I no longer see error window. Therefore, this issue can be closed, and I'm not sure if it is related to the Windows update or if it just coincided with something else, although I haven't touched or opened the program for a long time. It is configured to launch in the background when the system starts (rebooting the system also didn't help). So, please keep in mind that if someone encounters a similar issue, try uninstalling the program, manually deleting the HotFrameFx.cfg configuration file in the AppData\Local\HotFrameFx\ folder, and reinstalling the application.
After updating Windows 11 to build 22621.1848, the program displays the error (screenshot below). It is impossible to ignore it because it keeps popping up cyclically, even if you click "ignore". Accordingly, the application doesn't work.
