The current options bar is included on the same line as the cluster it is filtered to. We need to be able to show multiple clusters (for example, in the case of listing all clusters), but that won’t appear correctly if the options are associated with the individual clusters. The options should be global, so it is recommended that they be placed in a bar above the global apps, or elsewhere that is reasonable
