one way audio for incoming calls using ilbc codec

What steps will reproduce the problem?
1.use ilbc codec only configuration
2.accept incoming call
3.

What is the expected output? What do you see instead?

I expect the other side to hear me.

What version of the product are you using? On what operating system?

I tested r873 build on Samsung Galaxy S II with Android 2.3.3

Please provide any additional information below.

Outgoing calls using the same (ilbc only) configuration are fine (two ways 
audio from the start).I also tested g729r8, g711alaw and g711ulaw codec and 
they all do not have this issue.

After pressing Hold and then Resume the other party can hear me.
Please let me know if you want me to submit a log file.

With latest nightly builds, iLBC use the webRTC implementation which should be 
by far better and should fix this issue.
